Bills Passed by 85th Texas Legislature Regular Session and 1st Called Special Session is a new publication posted on TASBO’s web site. The document focuses on select bills that enacted changes to mandates relating to school finance, financial management and operations. Although the 85th Legislature did not make significant changes to per student funding levels, certain bills contain some important changes to state law that you will want to study carefully to ensure that average daily attendance and student counts are reported correctly during the 2018-2019 biennium to ensure the district receives the full amount it earned under the Foundation School Program. The bills enacted by the 85th Legislature will result in changes to the district’s local procedure manuals relating to finance, purchasing, budgeting, personnel, payroll, leave, student attendance accounting and other areas of district management and administration. You will also want to work with the school district’s attorney-on-retainer when making select changes and updates to the district’s procedures and policies.
