A recommended financial management practice is to spend restricted funds first when you have a choice to record a select transaction as an eligible charge to a grant fund versus unrestricted funds. This practice helps ensure a school district is maximizing local, state and federal grant revenues, and most importantly is avoiding losing (lapsing) funds because the school district exceeded various limits for unexpended balances that can be rolled forward to the next project or fiscal period for different grants.
