The updates listed below, released by the Texas Education Agency during the week of October 3, 2016, contain summary information for school year 2016-17 on IDEA-B Maintenance of Effort, Instructional Material Allotment adjustments for high enrollment growth, and supplemental prekindergarten allotments. Other updates involved required actions on attendance projections that will be used for FSP state aid funding for the 2018-2019 biennium. Compliance-related requirements in the updates need to be reviewed carefully to understand if your school district’s or open-enrollment charter school’s procedures, processes, student information systems, and/or local policies will need to be amended, in addition to ensuring compliance with applicable reporting and filing requirements.

The Texas Education Agency announced the availability of attendance projections for school year 2017-18 and 2018-19. If school districts do not submit average daily attendance (ADA) or full-time equivalent (FTE) counts, TEA will use the TEA’s projections as part of the appropriations process in state aid calculations for school years 2017-18 and 2018-19. The legislature then uses these projections to determine the cost of public education for the next biennium (school years 2017–2018 and 2018–2019). The payments made to your school district during the year are based on the estimated student counts shown in the Legislative Payment Estimate (LPE) column of the Summary of Finances (SOF). The deadline to submit attendance projections is December 14, 2016.

The Texas Education Agency announced 2016–2017 payments will be processed this month for supplemental prekindergarten services based on an allotment of $153 per 2015–2016 prekindergarten student in average daily attendance. The announcement also provided instructions for recording and reporting the prekindergarten revenues to select fund codes and revenue object codes. School districts must use fund code 199, and charter schools must use fund code 420.” TEA also requested that districts report supplemental prekindergarten revenues as object code 5826, 5827, or 5828. These object codes are locally defined for reporting revenues from other state programs. Once they are reported to TEA, PEIMS converts them to object code 5829.
