It is a best practice for school districts and charter schools to pursue grant funding to the greatest extent possible. However, a centralized control process should be installed involving a review team that is authorized to screen and approve proposed participation in new grants, in addition to continued participation in ongoing grants. In no instance, should it be a surprise to the business office staff (in addition to other administrative offices, including budget, human resources and payroll) that a department or campus employee has submitted an application to participate in a new grant. The control process for new grants should evaluate the size of the potential grant award in relation to the incremental administrative time and effort to comply with all of the relevant laws and regulations, in addition to additional reporting responsibilities. The control process for new grants should also include a legal review before the grant application is submitted. Also, it is recommended that electronic copies of all grant applications and amendments be organized in one shared computer system directory to facilitate efficient oversight and monitoring of compliance with all grant-related administrative requirements.
