TEA Updates on 2016 State Accountability System and on Charter School Depository Contracts and New Data Reporting Requirements

The updates listed below, released by the Texas Education Agency during the week of August 22, 2016, contain summary information for school year 2016-17 on bank depository requirements and new data reporting requirements for fiscal year 2016 applicable to open-enrollment charter schools. Other updates involved required actions related to districts, campuses and charter schools with areas of need identified through the 2016 State Accountability System. Compliance-related requirements in the updates need to be reviewed carefully to understand if your school district’s or open-enrollment charter school’s procedures, processes, student information systems, and/or local policies will need to be amended, in addition to ensuring compliance with applicable reporting and filing requirements.

The Texas Education Agency released the Charter School Annual Financial and Compliance Report (AFR) Data template that must be completed and filed with TEA by the 150th day after the end of the charter’s fiscal year. The completed template must be filed in addition to the open-enrollment charter school’s pdf copy of the annual financial and compliance report (pdf report must be complete with all of the appropriate signatures and certificate of the board marked approved or disapproved, dated, and signed). Failure to send the completed template will result in an automatic failing score on the Charter FIRST financial accountability rating system.

The Texas Education Agency announced that ALL charter holders and open-enrollment charter schools must submit a Depository Contract by December 1, 2016. The TEA announcement stated that a signed statement there have been no changes to the depository contract will not be accepted. By December 1 of each year, a charter holder or charter school must submit to the Texas Education Agency (TEA), Division of Financial Compliance:

  • a completed and signed Depository Contract for Funds of Open-Enrollment Charter Schools or
  • a signed statement that there have been no changes to the depository contract since your last filing.

The Texas Education Agency announced that school districts and open-enrollment charter schools with areas of need identified through the 2016 State Accountability System must take required actions (starting in September 2016). The required actions are applicable under the Texas Accountability Intervention System (TAIS) continuous improvement process if the district, campus, or charter school:
