On August 1, 2016, the Texas Comptroller of Public Accounts announced the release of official guidance related to school districts’ debt obligation reporting requirements under House Bill 1378, enacted by the 84th Legislature. Under HB 1378, the Comptroller's office is charged with adopting rules for the implementation of debt obligation reporting. School districts and other local governments must post their annual debt obligation information:
- within 210 days after the 2016 fiscal year end;
- thereafter, within 180 days of the end of the most recently completed fiscal year.
School district officials have two options for complying with the debt obligation reporting requirements. They may either:
- compile local debt information as itemized on the Comptroller’s Annual Debt Report Form and post that information to the school district’s website; OR
- Complete the Comptroller’s Annual Debt Report Form and either:
- Post the form on the school district’s website; OR
- Upload the complete form to the Comptroller’s website and maintain a link on the school district’s website pointing to the Comptroller’s local debt reporting section.
