The deadline to submit the management certification form for approval to use the substitute system of time and effort is May 15, 2016, according to an reminder from the Texas Education Agency on April 27, 2016. Be sure to note that reminder references eligibility to submit the form if "You have not already received approval to use the system for any other portions of the 2015–2016 school year." Also, please be aware that TEA recommends use of this method for eligible employees due to the reduced administrative effort involved compared to the detailed monthly time and effort method.

May 15, 2016: Management Certification Form Due for LEAs Using Substitute System of Time and Effort Reporting
For the 2015–2016 school year, TEA established multiple deadlines for LEAs that planned to use the substitute system for all or part of the year to submit the required management certification form.
May 15, 2016, is the deadline for LEAs that meet the following criteria to submit the form:
- Your LEA plans to make the substitute system available to employees during summer 2016.
- You have not already received approval to use the system for any other portions of the 2015–2016 school year.
The management certification form is linked to the Substitute System page of the TEA website. The form includes instructions on how to submit.
TEA posts a list of LEAs approved to use the substitute system on the Substitute System page. The list is updated regularly. If you are unsure whether your LEA is already approved to use the system during summer 2016, please check the posted list before submitting the form.
