The 37th Annual Report to Congress on the Implementation of the Individuals with Disabilities Education Act, 2015, was released recently by the U.S. Department of Education. The report provides national and state-by-state analyzes on children and students with disabilities that were served under IDEA, Part B or C. In 2013, Texas served the second smallest percentage of students ages 6 through 21 (6.4%) under IDEA, Part B, second only to Hawaii (6.2%), according to the report. From 2008 to 2013, Texas had the second largest percent decrease in the percentage served under IDEA, Part B (-9.4%), second only to Rhode Island (-11.5%).

Exhibit 58, excerpted below after rank ordering the states from low to high, presents data on “How did the states compare with regard to the percentage of the resident population ages 6 through 21 served under IDEA, Part B, in 2013, and how did the percentages change between 2008 and 2013?”
