TEA Clarifies Which Multi-Year Federal Grants Follow New Versus Old EDGAR

School officials that administer federal grants need to understand which multi-year federal grants follow the new Education Department General Administrative Regulations (EDGAR) effective beginning December 26, 2014, including 2 CFR 200, versus federal grants that follow federal regulations effective prior to this date. A recent TEA announcement clarifies that the new EDGAR applies to all federal grants that were issued by the US Department of Education (USDE) on or after December 26, 2014.

The following table lists the multi-year grants that are governed for the entire duration of the grant period by the OMB circulars in effect prior to December 26, 2014. Accordingly, these multi-year grants will be audited in accordance with OMB Circular A‑133.

According to TEA, all grants awarded for 2015–2016 and subsequent school years not listed here are subject to the new EDGAR. Beginning with the 2015–2016 school year, all TEA-administered grant awards include a supplement to the Notice of Grant Award (NOGA supplement) specifying which federal regulations apply to the grant.
