Preliminary financial accountability ratings for all school districts and open-enrollment charter schools have been released for school officials’ review prior to issuance of final ratings according to a Texas Education Agency announcement dated August 7, 2015. There is a 30-day window to appeal adverse issues identified in the preliminary ratings. Also, an appeal is only being considered by TEA for adverse issue(s) that would result in a change to the financial rating. For an appeal to be considered, TEA must receive it by September 8, 2015. School officials are to send any appeal to the following address:

School districts and open-enrollment charter schools must announce and hold their public meeting to distribute a financial management report that explains the final financial accountability rating and their performance under each indicator for the current and previous year’s ratings. The report also must provide the financial information or disclosures described in Title 19 Texas Administrative Code §109.1001(o)(3). According to TEA, school officials are encouraged to include in the report additional information that will be beneficial to stakeholders, especially information explaining any special circumstances that may have affected the school district’s or charter school’s performance under one or more of the indicators. The first of two required newspaper notices to inform taxpayers of the meeting must be published no more than 30 days and no fewer than 14 days before the public meeting.
