TEA Announces Public Hearing for June 17th on Overall of Financial Accountability Rating System

The Texas Education Agency will hold a public hearing on proposed repeal of and new 19 TAC Chapter 109, Budgeting, Accounting, and Auditing, Subchapter AA, Commissioner's Rules Concerning Financial Accountability, Division 1, Financial Accountability Rating System. The hearing will be conducted June 17, 2015, from 9:00 a.m. until the conclusion of testimony or not later than 12:00 p.m. in Room 1-104, William B. Travis Building, 1701 North Congress Avenue, Austin, Texas, 78701.

Individuals who wish to testify at the hearing should sign in at the hearing site; no prior registration is necessary. Testimony will be limited to three minutes per speaker. Speakers are encouraged, but are not required, to provide written copies of their testimony. Individuals who wish to provide written testimony may do so at the time of the meeting.

The proposed overhaul of the Financial Accountability Rating System was announced by the Texas Education Agency on May 20, 2015. Under the proposed overhaul of the rating system the current Commissioner Rule is to be repealed and the new 19 TAC §109.1001, Financial Accountability Ratings, is proposed for adoption. The new financial rating system would include uniform indicators that measure the financial management performance and financial solvency of a district or an open-enrollment charter school. The proposed new rule would also establish a phase-in of rating indicators by proposing separate worksheets for rating years 2014-2015, 2015-2016, and 2016-2017 and subsequent years.
