Texas AG Rules TEA Must Limit Charter Schools' Participation in Bond Guarantee Program

This week, the Texas Attorney General released Opinion KP-0005 (2015) on the "Construction of section 45.0532 of the Education Code regarding the limitation on the guarantee of charter district bonds.”
The summary to the opinion states:
“A court would likely conclude that section 45.0532 of the Texas Education Code establishes a maximum limit on the cumulative amount of charter district bonds that may be guaranteed under article VII, section 5(d) of the Texas Constitution.”
