This week, state Representative Ryan Guillen filed House Bill 925 that if passed would authorize the Texas Education Agency to establish minimum fund balance requirements for the General Fund. The bill would also require a school district to publicly report the intended use of fund balance in the General Fund that exceeds a specified percentage of the district's annual operating expenditures. The bill would allow the Commissioner of Education to establish variable fund balance requirements based upon relevant school district characteristics.
