TEA Correspondence: Modifications to Federal Grant Allocation Procedures and Revised Planning Amounts

TEA posted correspondence yesterday announcing it will now use PEIMS inter-district transfer data to calculate grant allocations under Title I, Part A, ESSA Title II, Part A, and Carl D. Perkins CTE grants.

Each of these grants uses US Census data and annual poverty estimates to allocate awards.  Because these census data are based on fixed geographic boundaries, TEA has decided to adjust the current formulas to account for both inter-district transfers and transfers to open-enrollment charter schools.  The transfer data is submitted in the fall TSDS PEIMS collection.  

If you want to explore the PEIMS transfer data, it is available on the TEA website here.  You can pull a transfer report for each district or charter school that describes the number of students transferring in from neighboring districts as well as the number of students transferring out to neighboring districts or open-enrollment charter schools.  Because open-enrollment charter schools do not have geographic boundaries, they do not show a count for "transfers out."

The Department of Contracts, Grants, and Financial Administration has posted revised planning amounts for the 2018-2019 school year.  These are available here.  They have indicated that LEAs that have already submitted their 2018-2019 ESSA Consolidated Federal Grant Allocation based on prior planning amounts may adjust budgets and support schedules as appropriate during the negotiation process.  If your LEA has not submitted its ESSA application, budgets are populated with revised planning amounts and are due September 4, 2018.  They said that LEAs are not required to submit an amendment solely to budget for revised planning amounts.

Because the TEA transfer data is now used in making grant determinations, it will be more important than before to ensure these data are accurate prior to submission each fall.
