In a speech on Monday, U.S. Department of Education Secretary Arne Duncan called for a change to the Elementary and Secondary Education Act (ESEA). He proposes to replace the ESEA with a new law that will “work to ensure strong opportunities for all students, and protect the most vulnerable.”
In his speech, Duncan called for dispensing with No Child Left Behind and replacing it with new and improved legislation. Duncan indicated that Congress faces a choice of whether to take a path that moves towards President Johnson’s promise of equity, or a path that walks away from it.
