The school year 2015–2016 Student Attendance Accounting Handbook (SAAH) change document and a House Bill 2610 Questions and Answers document have been posted by the Texas Education Agency in advance of the release of final edits to the SAAH. School officials will need to carefully study all of the changes to the SY 2015–2016 SAAH and change affected local policies, procedures and processes to ensure eligibility for state aid funding under the Foundation School Program. In addition to the conversion of school days to minutes throughout the SAAH, in accordance with House Bill 2610, 84th Texas Legislature, 2015, other changes in the SAAH will cover a variety of other topics including:
- School calendar
- Policies and documentation of students’ residency
- Students’ attendance at board-approved activities
- Transfer students
- Student age eligibility
- Homeless students
- Compulsory attendance
- Makeup days
- Dual credit courses
- Closure for bad weather or other issues involving health or safety
- Enrollment procedures for a student who is new to your district but was previously receiving special education services
- Homebound students
- Career and Technical Education funding
- Bilingual and ESL funding
- Prekindergarten eligibility
- Foster Care students
- School calendar for Alternative Education Programs and Juvenile Justice Alternative Education Programs
- Early College High School Program Student eligibility
- Optional Flexible School Day Program funding
